If you have ever shipped products internationally, you may have come across the term ISPM-15. It sounds technical, but understanding what it means and why it matters can save you from costly delays, rejected shipments, and compliance headaches at the border.
What is ISPM-15?
ISPM-15 stands for International Standards for Phytosanitary Measures No. 15. It is an international regulation developed by the International Plant Protection Convention that governs the treatment of wood packaging materials used in international trade. This includes wood crates, pallets, skids, and dunnage.
The regulation exists to prevent the spread of invasive insects and plant diseases that can live inside raw wood and travel undetected across international borders. Pests like the Asian longhorned beetle and pine wood nematode have caused significant environmental damage in countries where they are not native, often arriving via untreated wood packaging.
What Does ISPM-15 Require?
Under ISPM-15, wood packaging materials used in international shipments must be treated using one of two approved methods:
Heat Treatment: The wood must be heated to a core temperature of 133 degrees Fahrenheit for a minimum of 30 continuous minutes.This kills any pests or organisms living inside the wood.
Methyl Bromide Fumigation: The wood is treated with methyl bromide gas to eliminate pests. This method is being phased out in many countries due to environmental concerns.
Once treated, the wood packaging must be stamped with the official ISPM-15 mark, which includes a wheat stalk symbol, the country code, the producer or treatment provider number, and the treatment method abbreviation.

Any business shipping products internationally using wood packaging materials needs to be aware of ISPM-15. This includes manufacturers, distributors, and exporters shipping to and from most countries around the world. The United States, Canada, the European Union, Australia, China, and most other major trading nations all require ISPM-15 compliance.
Non-compliance can result in shipments being held at customs, returned to the sender, or destroyed at the importer’s expense. In addition to the financial cost, delays can damage customer relationships and disrupt supply chains.
